David Bahar

David Bahar is Executive Director of Telecommunications Access of Maryland (TAM), where he oversees Maryland Relay and the Maryland Accessible Telecommunications program, building on more than two decades of work in telecommunications access, relay services, emergency communications, and disability rights. His career has included work on accessible 9-1-1 and VRS policy in Congress, helping Convo Communications obtain FCC certification and develop interoperable browser-based VRS, and leading public policy efforts at Communication Service for the Deaf. He also served two terms as co-chair of the North American Numbering Council Interoperable Video Calling Working Group, helping develop recommendations for interoperable video communications during the transition to IP-based networks.
